Google’s latest video-generation model, Veo 3, is coming to Google Photos. This new model, available on the mobile app’s Create tab, will allow users in the U.S. to turn their still images into video clips.
Google Photos already offers video generation through its recently added Photo to video feature. However, the company states that the addition of Veo 3 significantly enhances that functionality by producing higher-quality video. This launch also demonstrates how Google is working to bring its latest AI technology directly to consumers through its popular products. Google Photos, for instance, had over 1.5 billion monthly active users as of May 2025.
Google first introduced Veo 3 at its I/O developer conference in May. The model, which added image-to-video generation, was then brought to the Gemini app in July. There, it was made available on the AI Ultra and AI Pro subscription plans, where users could generate three videos per day. Those videos carried both visible and invisible watermarks to identify them as AI-generated.
For Google Photos, the company imagines users will employ Veo 3 to bring memories to life or to animate older photos. The existing image-to-video feature is powered by Veo 2. It lets users select a photo from their gallery and choose one of two prompts for either subtle movements or a surprise animation by tapping an I’m feeling lucky button. The model then generates a six-second clip that can be shared with others.
The new Veo 3 photo-to-video feature is available within the Create hub. This is a new section in the Google Photos app where users can explore various creative tools and features powered by AI. In addition to Veo 3, these tools include a remix option to change a photo’s style, the ability to make a collage, tools to put together montages from your galleries, a feature to create moving 3D photos called cinematic photos, and a tool to make GIFs from pictures.
